Christopher A. Parrella

Christopher A. Parrella, ESQ., CPC, CHC, CPCO

Christopher is a graduate of the Massachusetts School of Law. He was admitted to the Massachusetts Bar in 1997. He is a Certified Professional Coder (CPC), AAPC, Certified in Healthcare Compliance (CHC), HCCA, Certified Professional Compliance Officer (CPCO), AAPC. Chris has been quoted in the Wall Street Journal, U.S. News & World Report, BNA, medical business journals, and other industry publications. Chris is a member of the AAPC Legal Advisory Board and its Ethics Committee.

Daniel Mitchell

Daniel Mitchell, ESQ, MSF, CHC

Daniel Mitchell joined Parrella Health Law in January 2026 as a Healthcare Defense and Compliance Attorney. Prior to joining Parrella Health Law, Dan was an Attorney and Chief Compliance Officer with Chesapeake Regional Healthcare in Chesapeake, Virginia responsible for legal and compliance matters and advising the board of directors and executives on issues needed to protect assets, manage litigation, and ensure compliant, prudent and ethical conduct across all systemwide operations.

Previous to Chesapeake Regional Healthcare, Dan was the Chief Compliance and Privacy Officer with Beacon Health in Brewer, Maine, Compliance Manager with Sentara Enterprises and Sentara Life Care in Norfolk, Virginia, Medicaid Regulatory Services Manager with Amerigroup Corporation in Virginia Beach, Virginia, and a Volunteer Medicare and Medicaid Health Insurance Counselor with the George Washington University Law School Health Insurance Counseling Project in Washington, D.C.

Before transitioning into healthcare law and compliance, Dan was the Vice President of the Legal and Industry Division with the National Telecommunications Cooperative Association in Arlington, Virginia where he represented 500 small rural broadband providers before Federal Communications Commission (FCC), on Capitol Hill, and at the White House promoting rural broadband interests through federal regulatory rulings, judicial decisions and legislative actions that provided certainty and opportunities to compete in voice, video, and data communications markets. Dan was also an Assistant Attorney General with the Massachusetts Attorney General’s Office where he represented consumer interests before Massachusetts Department of Telecommunications and Energy, FCC, and Massachusetts Legislature.

Dan earned a Bachelor of Science degree in Business Management from Fitchburg State University, Master of Science in Finance degree from Bentley University, and Juris Doctor degree from New England School of Law. Dan is also a member of the American Health Lawyers Association and Health Care Compliance Association.

Andree Veilleux

Andree L. Veilleux, CHC

Andree joined Parrella Health Law in March 2024 as the Director of Operations.

Andree has over 36 years of healthcare expertise in medical practice office management to designing Compliance programs in a large healthcare system. She is a Certified in Healthcare Compliance (CHC). Her passion for integrity in healthcare is evident through her lobbying efforts to provide access to care during her tenure as the former President of the Renal Healthcare Association and pioneered pediatric nephrology program in West Michigan, impacting thousands of children. In her free time, Andree enjoys cycling on her Peloton, traveling, and capturing moments through photography.

Alicia D. Sirk

Alicia D. Sirk, MA, CHC, CHPC

Alicia Sirk joined Parrella Health Law in January 2025 as a Paralegal and Client Engagement Manager. She brought with her nearly three decades of experience across the legal and healthcare compliance fields. In February 2026, she was promoted to Vice-President, Legal Affairs and Client Strategy.

Alicia began her legal career in 1997 and has worked in a wide range of legal service roles. In 2020, she joined an upstate New York law firm as a Law Clerk/Paralegal, where she played a key role in Criminal, Family Law, Immigration, Real Estate, Probate, and Civil Rights matters. Her work spanned multiple courts, including local courts, the County Court, the Surrogate’s Court, the New York State Supreme Court, the Appellate Division (Third Department), the United States District Court for the Northern District of New York, and the United States Court of Appeals for the Second Circuit. One of her most significant contributions was drafting a Brief submitted to the Second Circuit in 2022.

Alicia entered the healthcare compliance field in 2015 as the Corporate Compliance, Privacy, and Security Officer for Adirondack Health Institute. In that role, she oversaw the organization’s internal compliance program and, under New York State’s DSRIP program, administered compliance programs for 132 partner organizations across a nine-county region. She earned her ALICE Active Shooter Instructor certification in 2017 and began training healthcare facilities shortly thereafter. Beginning in 2019, she provided compliance consulting services to small healthcare organizations, with a particular focus on Medicaid and Medicare audits. In 2023, she joined Hanger, Inc., where she worked in Regulatory Research and Assessment.

Since 2019, Alicia has also served as a Professor at Alfred State College (SUNY), teaching Healthcare Compliance, Healthcare Law & Ethics, and Healthcare Management. She maintains active certifications in both Healthcare Compliance and Healthcare Privacy Compliance.

Alicia also brings extensive experience in political operations. For more than a decade, she managed campaigns at the local, state, and national levels and continues to provide strategic consulting.

Alicia holds a Bachelor of Arts degree from St. Lawrence University, where she triple majored in Government, Speech & Theatre Communications, and Music. She also earned a Master of Arts degree from Plattsburgh State University of New York with concentrations in Total Quality Management, Human Resource Development, and Negotiation/Bargaining.

Donna Mooney

Donna Mooney

Donna Mooney serves as Parrella Health Law’s Revenue Integrity and Accounting Manager, bringing a dynamic blend of legal, technical, and operational expertise to the firm since joining in September 2023. Her career began in 1997 and spans information technology, bankruptcy law, family law, and nearly two decades of experience as a self-employed contract mortgage closer.

Donna studied at Columbus State Community College and The Ohio State University, later expanding her professional foundation through work as a networking analyst—an experience that sharpened the analytical and problem solving skills she now applies to complex legal and financial matters. Her passion for the legal field led her to serve as a bankruptcy and divorce paralegal before transitioning into self-employment, where she built a successful 18-year career balancing client service with the demands of a growing family.

At Parrella Health Law, Donna’s multifaceted background elevates the team’s capabilities across revenue integrity, financial operations, client relations, research, and case management. Known for her discipline, dedication, and adaptability, she excels at navigating new challenges and fostering strong, lasting relationships with clients and colleagues alike.

Outside the office, Donna enjoys a life rich with family, friends, outdoor adventures and community engagement. She loves spending time with her Labradoodle, exploring books and writing, camping, cruising the river on her tritoon, and embracing the exhilaration of downhill skiing. Her diverse interests and unwavering commitment to excellence make her an invaluable member of the Parrella Health Law team.

Rohit Adlakha

Rohit Adlakha, LLM, LLB, CIPP/E/C

Rohit Adlakha is a healthcare regulatory and dispute resolution professional currently serving as a Paralegal at Parrella Health Law, a boutique health law firm based in Boston, Massachusetts. He focuses on provider–payor disputes, healthcare investigations, and compliance matters involving mental health treatment centers and substance use disorder (SUD) facilities.

His work includes handling prepayment and post-payment disputes, responding to health plan Special Investigations Unit (SIU) inquiries, drafting appeal submissions, analyzing provider–payor contracts, and conducting research on federal and state healthcare regulations. Rohit regularly liaises with payors and Medicare Administrative Contractors (MACs) regarding reimbursement audits, documentation requests, and regulatory compliance issues. He also assists in advising clients on healthcare privacy, ethics, and compliance frameworks.

Prior to his current role, Rohit served as Manager–Legal with PrimEra Medical Technologies, the Indian entity of a U.S.-based healthcare company, where he worked extensively on insurance appeals and regulatory research across multiple U.S. jurisdictions. He previously served as Assistant Vice President in the General Counsel Division at Credit Suisse (now UBS), where he supported cross-border transactional, regulatory, and confidentiality matters.

Rohit earned his LL.M. in Alternative Dispute Resolution from the University of Southern California, Los Angeles, where he was a recipient of the Dean’s Merit Scholarship. He is a Certified Information Privacy Professional (CIPP/Europe and CIPP/Canada) and is currently enrolled in the Certified Fraud Examiner (CFE) program with the Association of Certified Fraud Examiners (ACFE). He is admitted to practice law in India (Bar Council of Delhi, 2013).

Justin R. Whedbee

Justin R. Whedbee, CPC

Justin has over two decades of dedicated experience in the healthcare industry, bringing specialized expertise as a Certified Professional Coder and Senior Clinical Auditor with a focus on Behavioral Health, Cardiology, and Neurology services. His work is grounded in rigorous hospital compliance standards, ensuring complex clinical data is translated into accurate, high-integrity results.
